We have the honour to forward for transmission

to the Secretary of State for the Colonies a Memorial arising out of the proposal to form a Civil Service Association.

We were so disappointed at the result of our representations to His Excellency that after due deliberation we came to the conclusion that there was no way out of the impasse except by Memorial to the Secretary of State, especial -ly as His Excellency has laid down some new dicta: as for instance that Heads of Departments are subordinate to the Colonial Secretary.

A fourth of the memorial, and a duplicate copy of the covering correspondence is attached; and we would request that these be forwarded to Sir Henry Kay, to keep him cognisant at the earliest moment of all action taken by us in

the matter,
